Those who are not worth of promoting, shall not be promoted. Those who study very hard and memorised the whole answers and still fail means they are not worth the cut, thereby should be filtered out of the system. Gossipers are no good either, even thought they add colours to the conversation but the things they say are with no basis and is categorized as a fallacy. They too deserved to be filtered out of the system.
